ELBBL stands for English Language Based Bachelor of Law. ELBBL is an international program taught in English of the Royal University of Law and Economics. It was founded by former Rector Yuok Ngoy, LLM University of San Francisco, and Margaret Ryan, JD Stanford University in 2002 in response to the growing need of attorneys capable of practicing law in a venue where English is the predominant language.

Classes of ELBBL are conducted at night, which enable it to tap into the considerable talent pool of attorneys, both national and international, who are writing the nation’s law, representing interests internationally, structuring the commercial transactions that fuel the economy.

As a small program, ELBBL has been able to provide guidance and counseling to its students. Over the years, ELBBL graduates have achieved nearly universal employment upon graduation. ELBBL students have had outstanding success in qualifying for scholarships in developed countries: Japan ( Nagoya University, University of Yokahama, International University of Japan), Singapore (National University of Singapore), Hong Kong, United Kingdom, South Korea (Transnational Law and Business University), United States (American University, Florida State University, University of Michigan, Temple University , Columbia University, University of Hawaii,  University of San Francisco).

Currently, ELBBL participates in a number of international moot competitions. Participating students have the opportunity to develop valuable knowledge and professional skills. ELBBL students over the years have scored remarkable results in International Competitions. The team representing Cambodia in 2010 has reached the semi-final round of The International Client Counseling Competition, defeating teams from Canada, New Zealand, Scotland and Ireland. The Cambodian team in 2013 made it to the top 16 teams of the Phillip C. Jessup International Law Moot Court Competition and had their written memorials ranked the second best in the world! The International competitions students can join are:

  • The International Client Counseling Competition
  • The Red Cross International Humanitarian Law Moot Competition, Hong Kong
  • Willem C. Vis International Commercial Arbitration Moot Competition, Hong Kong
  • Jean Pictet International Humanitarian Law Competition

ELBBL keeps on expanding its international cooperations and improving its facility to continue strengthen its excellent quality. Through its cooperation with the Raoul Wallenberg Institute, the program has recently launched the Center for the Study of Humanitarian Law(Center), which also run a law library.

Michael Liu has been teaching International Human Rights and International Humanitarian Law classes at ELBBL, hence the IJ clinic’s participating students can have access to the Law Library of the Center as well as sharing and exchange experience with Law students at ELBBL.
